The purpose of
the Communications Group of the Dayton
area
DMAT team shall be to provide Communications interior and exterior to
the
Dayton DMAT operations should they be deployed. The group will seek to
utilize any communications mode or format to accomplish its Goals. It
will
develop and maintain all necessary elements to advance its goals.
Goals
In order to provide
adequate communications the
following
team goals have been identified:
Provide
Communications from points within the DMAT
team to:
Define
equipment that the team needs to have available to it.
Equipment
must be able to operate on a variety of potential frequencies and in
various
modes.
Develop
various shipping configuration to make sure
equipment
can be safely and easily transported to deployment sites. Develop
communications
and team manpower by training them in systems operations. Manpower is
the
single most important ingredient to a successful communications
program.
Having operators that know network and communication techniques is very
important.
Establish
local and regional dialog with
communications officers
of other agencies and organizations. In so doing receive formal
agreements
with these agencies to have intercommunications with them as needed.
Persons
interested in assisting with DMAT
communications
need to be identified and recruited. We need to look for those that
have
the time, good radio network knowledge, and have technician abilities.
Develop and
maintain communications and power
systems.
In the near
term there is much to accomplish in
order to
effect a quality communications capability. Each member of the
Communications
group will be assigned development duties to share the work needed to
fulfill
the above goals.
The DMAT
communications
tech will operate within the guidelines of NTIA, DHS, FEMA and NDMS
regulations, using only frequencies that are assigned by NDMS to
communicate with. Ham radio, GMRS and FRS radio systems are not
approved for use during a deployment.
